The University of Tromsø, through its University Library, has long been active in the Open Access movement.

It has an Open Archive, Munin based on DSpace software. It also hosts three Open Access journals, Nordlit, Nordlyd and Rangifer, based on the OJS software.

In the NOAP project, Tromsø will look at business models and Open Access journals, trying to describe, clarify and collect data about actual practices in Norway and Nordic countries in order to help journals with their decision making and - hopefully - transitioning processes.
